First of all, I would like to mention the experience that the author was honored with. Assoc. Prof. Dr. Saowanee Thairungroj, Program Director Top executives in service innovation (ToP Executive Program for Creative & Amazing Thai Services – ToPCATS ), University of the Thai Chamber of Commerce Give a lecture with Dr. Phakthada Treerattanapitak and Khun Kampol Pornpattanapaisalkul on the topic “Data Analytics & Economic Policy” on June 15.

The business owners and senior executives in the Thai service sector who attended the hearing were well acquainted with the use of data in their business operations. Therefore, it reflects the expectation of working in government information in three important dimensions, namely:

1) Working principles that complement each other between Data, Research and Policy, develop data infrastructure to support research analysis in order to meet policy requirements in practice. by taking the interests of the country as its location and break down limitations in collaboration both within and between departments

2) Presentation style that users can understand easily, meets the problem, and can be further applied in practice. which are diverse and suitable for different levels of users with different data usage objectives

3) Allowing for benefits that developers or developers from the private sector can participate in using their knowledge and ability to open business opportunities for themselves and the country. under information governance mechanisms and managing the risks from the use of information with transparency and fairness.

This perspective of the Thai business sector is in line with the new way of using data under the Data Product Approach, which is based on data-centric utilization. According to a McKinsey executive article in the July-Aug 2022 issue of Harvard Business Review titled “A Better Way to Put Your Data to Work,” it is stated that this new approach will be different from using data. At present, it is roughly divided into “foundation” forms that are distributed to each sub-unit to develop their own use of information. Which, even if it meets the requirements, is redundant and consumes a lot of resources, and the “Big Bang” style that sets up a centralized management of data usage and takes time to build the infrastructure. Design information architectures, collect, process and disseminate information. which takes a lot of time and lacks participation from users, therefore does not meet the needs of working people and not of full benefit

A key approach to the Data Product Approach is based on the consumption of data. or use as a basis It is different from the past method in that it does not start by distributing the work to different people like the foundation method, but does not pile up the work like the Big Bang method, but instead views the information as a product or product. that contributors can take advantage of under their role-based privileges By using the advantages of a centralized system to manage the entire infrastructure of the recording system to import data. and a data platform to store and process efficiently without redundancy But it also pays attention to the work by considering the needs of users. Information is not separated from each other. to see practical examples I would like to share with you the results of the study on the structure of Thai labor registration under the Data Product Approach by Nakarin Amarate and Pornchanok Thepkam 2022, “The Data Product Approach to Close Labor Database Gaps in Thailand” as follows:

Data Utilization : There is both the use of data to send back to the job and skills matching application of government agencies, both the Thai Employment platform and the E-Workforce Ecosystem platform, in-depth big data analysis and organizing. make a report for policy implementation Exchange of statistical data via API system, as well as using sandboxes between departments to study data together to design ways to motivate workers to acquire skills. making it meet the needs of data users in both government and labor sectors

In summary, both domestic and international business sectors realize the importance of making the most of information. The modern government’s information work must therefore take advantage of information as its location. On the basis of having a powerful storage system and data platform. and taking into account the needs of data users In order to provide information as “fuel” to ignite the flames of the development of the country to its fullest potential.
